The federal government provides additional assistance to workers whose manufacturing jobs are lost due to foreign trade resulting in increased imports and shifts of production operations out of the United States. Trade Adjustment Assistance (TAA) is an expanded coverage and benefits program which includes career counseling, scholarship and retraining opportunities, help finding new employment, and job search and relocation allowance under certain conditions. There are also provisions for Alternative Trade Adjustment Assistance (ATAA) for eligible individuals from a certified group who are age 50 and over for wage subsidies. Eligible TAA and ATAA recipients may also receive a tax credit covering up to 65% of qualified health insurance premium costs under the Health Coverage Tax Credit (HCTC).
